EDP Congratulates Duchy of Cornwall on Consent for St Weonards, Herefordshire

EDP is delighted to be able to congratulate the Duchy of Cornwall in gaining full consent for 24 homes on the edge of the small village of St Weonards, Herefordshire.

EDP provided its full suite of environmental disciplines (landscape, heritage, arboriculture, ecology) throughout a lengthy, iterative design process. Our landscape architects worked closely with the project Masterplanners (Prince’s Foundation for Building Community), the Duchy’s project architects (Francis Roberts Architects), the local authority and local residents.

The effect on the character and appearance of the landscape, including the setting of the village, was the case officer’s primary issue.  In his report, he stated that St Weonards is an extremely sensitive place, set on top of a hill, with a relatively intact historic core centred around the listed Church and Motte (a Scheduled Monument).

The landscape officer agreed with EDP’s baseline analysis set out in the LVA and found that the landscape-led principles behind the design layout of the scheme were sound (retaining the prominence of the church tower and creating an organic form to the development, that relates to the existing settlement pattern). The officer was “genuinely pleased to see before me a scheme, which I believe has the potential to provide enhancement to the village of St Weonards”.

The case officer summarised that, “too often, in my opinion, modern housing developments lack a genuine ‘sense of place’. In this case, however, considerable effort has been to create [this]. I conclude that the layout, scale and appearance are appropriate and that the character and appearance of the landscape will not be harmed to any extent that cannot be mitigated. In fact, with the appropriate detail being provided by way of condition, I see no reason as to why the proposal would not be make a positive contribution to the environment and provide an enhanced southern edge to the village.”
